LA RISE (Recovery and Investment in Service of ECE) Fund

Low Income Investment Fund (LIIF) is creating an interest list to support child care centers and family child care homes in Los Angeles County that have been severely impacted by recent wildfires. This initiative aims to assist these essential services in their recovery efforts by providing funding to address their needs. To begin the process, eligible child care providers will complete an (1) eligibility form, which will direct them to an (2) interest form where they can outline their specific requests and funding needs. This step is crucial to ensure that the support is tailored to the unique challenges each provider faces as they work to recover and rebuild. 

Once the interest form is submitted, LIIF will review your request and assess your eligibility for funding. If your submission meets the criteria, a LIIF representative will reach out to request that you complete an (3) application, which will be sent through this Submittable portal. Please be aware that funding is limited and will be distributed on a first-come, first-served basis until the funds are fully allocated. Please note that funding is limited, and completing the form does not guarantee assistance. We encourage you to submit your forms as soon as possible, as funding availability is not guaranteed.


Eligibility Requirements:

Eligible grantees must meet the following criteria:

  • Licensed provider: Must be a licensed child care provider in the state of California
  • Location: Must operate a child care center or family child care home within Los Angeles County, California
  • Impact: The facility must have been impacted by the 2025 LA County wildfires or subsequent weather events.

Projects must meet the following conditions:

  • Location: All projects must be located within Los Angeles County, California with priority given to programs in Altadena and Palisades communities. 
  • Impact: The project must be for rebuilding and recovery efforts for child care programs affected by the 2025 LA County wildfires or subsequent weather events with either total damage, partial damage, or other operational impacts to their ECE facility. 
  • Type of Program: The program must either be a Family Child Care (FCC) or Center-Based program serving children ages 0-5 with priority given to those serving families paying with subsidies. 

Recoverable grants up to $50,000 (may be higher depending on funding availability). Grant expenditures must follow the grants terms for wildfire recovery efforts for early care and education facilities and programs. Funding prioritization is for providers and programs that have the most significant damage. 

Example of grant expenditures that will be reviewed during the application process:

  • Remediation and clean up
  • Construction costs
  • Fire mitigation such as fire suppression systems
  • Green building upgrades
  • Building permits and fees
  • Program materials
  • Furniture, fixtures, and equipment 
  • Children's outdoor spaces
  • Rent or mortgage payments for destroyed facilities
  • Insurance deductibles
  • Trauma informed care or mental health resources
  • Funding to bridge insurance, FEMA or other disaster payments.
