Low Income Investment Fund Child Care Grant Programs   

High-quality early care and education assures a strong start on the skills necessary for a child’s future success in school and life. Children in stimulating early education programs are more likely to be academically successful and less likely to need adult social services. Quality, affordable child care is an investment that enables the whole family to succeed by permitting low income parents to work or attend school while feeling confident about their children’s well-being. Unfortunately, demand far exceeds supply for high-quality child care, particularly for low income families. Using capital, capacity building and public advocacy together, LIIF builds sustainable community-based systems to support child care facility financing and development.


LIIF provides grant and loan capital for facilities development and improvement. In combination with capital, LIIF delivers specialized business support and development, including training and technical assistance on facilities design, development, financing and operations. Our Child Care Team also supports local communities’ efforts to identify and organize resources to increase the supply of quality local child care options.

Program Description

The Low Income Investment Fund (LIIF) is excited to offer an exciting opportunity to Group/Family Child Care Providers across the DMV (DC, MD, and VA) area. LIIF will be facilitating a community of practice around the Business Administration Scale (BAS) for Family Child Care, which will consist of 12 one-hour sessions, full pre- and post- BAS assessments and final reports, a stipend for participation, and more. The cohort will meet from May 2025 to October 2025. 

LIIF is looking for 20 Group/Family Child Care Providers who are looking to improve their business and network with other FCC professionals. Providers who use the BAS can easily set goals to incrementally improve business practices that will result in improved recordkeeping, marketing, and communication with families, as well as financial stability and reduced risk of operating a home business.  

Eligible Providers

To be considered eligible for this Community of Practice opportunity, applicants must:  

  • Own and operate a family child care program located in the DMV area (DC, Maryland, or Virginia)
  • Serve children between the ages of birth to five years of age  
  • Possess a valid child care license to operate a family child care in DC, Maryland, or Virginia
  • Maintain compliance with all applicable laws and regulations

Please Note: If you have received a BAS assessment by a certified BAS assessor within the last 12 months, you are not eligible for this program.

Application Process

To apply for the FCC Business Accelerator Program, submit this application on Submittable no later than Friday, May 16th, 2025 at 11:59pm ET. A complete application must include a copy of the program's most recent child care license. Applications will be evaluated and scored by the LIIF Application Review Committee. Late or incomplete applications will not be considered. All applicants will be notified via Submittable regarding the acceptance or denial of their application by Wednesday, May 21st, 2025.

El Low Income Investment Fund (LIIF) han unido fuerzas para ofrecer una oportunidad emocionante a los proveedores de cuidado infantil grupal/familiar en toda el área del DMV. LIIF facilitará una comunidad de práctica en torno al Business Administration Scale (BAS) for Family Child Care, que consistirá en 12 sesiones de una hora, evaluaciones sobre el BAS completas antes y después de las sesiones e informes finales, un estipendio por participación y más. La cohorte se reunirá de mayo de 2025 a octubre de 2025.

LIIF está buscando 20 Proveedores de Cuidado Infantil Grupal/Familiar que buscan mejorar su negocio y establecer contactos con otros profesionales de cuidado infantil familiar. Los proveedores que utilizan el BAS pueden establecer fácilmente metas para mejorar gradualmente las prácticas comerciales que resultarán en un mejor mantenimiento de registros y comunicación con las familias, así como en la estabilidad financiera y la reducción del riesgo de operar un negocio en casa.

Proveedores elegibles:

Para ser considerado elegible para esta oportunidad de Comunidad de Práctica, los solicitantes deben:

  • Poseer y operar un programa de cuidado infantil familiar ubicado en el área del DMV (DC, Maryland o Virginia).
  • Atender a niños desde su nacimiento hasta los cinco años.
  • Poseer una licencia válida de cuidado infantil para operar un programa de cuidado infantil familiar en DC, Maryland o Virginia.
  • Cumplir con todas las leyes y regulaciones aplicables.

Tenga en cuenta: si recibió una evaluación BAS realizada por un asesor BAS certificado en los últimos 12 meses,  no es elegible para este programa.

Proceso de solicitud

Para aplicar para el Programa Acelerador de Negocios de FCC, complete esta solicitud en Submittable a más tardar el viernes 16 de mayo de 2025 a las 11:59pm EST. Una solicitud completa debe incluir una copia de la licencia de cuidado infantil más reciente del programa. Las solicitudes serán evaluadas y calificadas por el Comité de Revisión de Solicitudes de LIIF. No se considerarán las solicitudes tardías o incompletas. Todos los solicitantes serán notificados a través de Submittable sobre la aceptación o denegación de su solicitud antes del miércoles 21 de mayo de 2025.
